While muzzles can prevent a dog from biting, they don't do anything to stop or modify aggression. Used improperly, a muzzle can exacerbate aggression because it gives people a false sense of security and potentially exposes dogs to situations that normally they wouldn't be exposed to.

If your dog is aggressive, yes, using a muzzle is fine if you are concerned about your dog potentially biting somebody, but commit to working on changing the underlying emotional state that potentially causes your dog to act aggressively in the first place.
